新潟女児殺害はふつうに防げた

正直がっかりしている。これだけP2Pだビットコインだと騒がれている２１世紀の日本で、この程度の犯罪もろくに防げないとは。誰も声を上げない、着手しようとしない。やれ防犯ブザーだの、地域社会が気をつけましょうだの、親が悪いだの、そういう的外れな所にしか目がいかない。

今回のこの記事で僕が言いたいのは、前のリンちゃんの事件同様、これらの犯罪には共通の穴と、またその対処法があり、それらは技術的なアプローチによってのみ可能だということだ。

- GPS高機能端末「オマモリ」
- P2Pネットワーク「ホゴシャ」
- 誘拐パターン（異常系）検出のための機械学習やAI周りの実装

GPS高機能端末「オマモリ」

子供のランドセルとかにつけるお守りがある。あれは子供の安全を祈願しているわけだが、あれの中に実際に神様を実装するということだ。割りとバカでも簡単に思いつくようなことだが、誰一人としてこれで事業を起こす気配がない。オマモリ端末は、以下の機能を実装する。

1. 太陽光電池による自動充電
2. ハード・ソフトの異常時にそれをクライアント端末（親のスマホ？）に通知させる機能
3. 子供の居場所を常時特定させる機能
4. RFID?のような中近距離で付近の対応デバイスに簡単な情報（フラグ？）を同期させる機能

P2Pネットワーク「ホゴシャ」

オマモリがRFIDに同期された場合、それはノード「ホゴシャ」によって管理されており、ホゴシャはこの情報を他のホゴシャのノードにbroadcast（配信）する。リンちゃん事件のような嘘つき（当事者が犯人とか）がいた場合、これはビザンティンの問題同様、多数の善意で上書きをさせる。また、全てが透明であることが担保されていること(transparency)も重要なファクターである。また、
その子供に一倍近い特定のホゴシャがその子供を保護、または地域の警察と連携、ということもできる。このためのホゴシャの信頼性の確保は、先ほどの透明性と、実名の担保によって行う。とにかく、GPS接続が死んだ場合位置情報のログを追いかけていくことができるので、保険としてP2PとRFIDは必須である。ついでに言うと、親が子供の異常を察知して、ホゴシャネットワークにそれを送信した場合、該当のオマモリに一番近いホゴシャたちと即時に連携、ことに当たることができる。

誘拐パターン（異常系）検出のための機械学習やAI周りの実装

子供が外に出てから、誘拐であるとか、異常であるというのを認知するまでの時間差（ラグ）が大きすぎることも、子供が犯罪に巻き込まれる大きな原因の一つである。この際に、

- 通学路からずれている度合い
- 住宅街など人気のあるエリアから外れている度合い
- 他の、同様のオマモリを持っている子供（これらのオマモリ間もRFIDで同期されており、この同期情報は中央サーバーに定期的に（30秒ごと？）送信されている）の傍にいるかどうか
- 移動速度
- 静止時間

これらの要素を加味して、異常系を検出させていく。


ざっくり考えても、このように思いつく。また、これらを技術的に実装することはそこまでハードルの高いものではないはずだ。ベンチャーがちょっとやってみるもよし、地域の行政主導でやるもよし、本来こういったものは全ての児童に配って、実験し、結果のフィードバックから改善を重ね、よりよくしていくべきだ。デバイスとしてはオマモリが一番スマートであると思う。

やれることはいくらでもある。子供が犯罪に巻き込まれないように、マンパワーありきで非効率な自己満足をする前に、技術的に解決するよう動いてみてはどうか。


犯罪者によるカウンターの問題
じゃあ、 犯罪者がこのオマモリをとったらどうなるの？と言う問いに対しては、何点かある。
- まずそもそもその問いがこのオマモリの実効性を覆す論拠にはならない。何もしなければ地域社会のマンパワーの監視か、限られた公的なカメラしかないわけで、そこにもう一個子供の側に付け足そうといっている。なのでそもそもその問い自体に意味がない。これまでの対処法はそのまんま続ければイイだけの話。
- 次に、例えばオマモリをとって放った場合は飛距離などを観測するか、中の重りの動き方で異常系を送信する。そこからは異常検知レベルがマックスになり、その地域セクションが警察も含めて緊急、かつ重要な監視対象になる。(交通全部止めて捜索とか)
-  壊された時も同様。異常検知レベルをマックスにし、該当のエリアにある車両全てを検閲する。
- 端末を複数装着する。靴に埋め込む、カバンにもう一つ入れる。などなど。
- 定期的に風景の画像/音声を撮って送信する(3分ごと)。少しパラノイドのアプローチ になるが、場所特定の材料にはなる


まとめ

新潟の女児殺害は防げた可能性が高い。子供を対象とした犯罪について、P2PやGPS、機械学習を用いた技術的なアプローチでそれをマンパワー以外の視点から解決していくこと、これが今後の急務だと思われる。
